Technical Specifications

Overview

The Local Government Reporting solution is designed for states, counties, solid waste management districts (SWMDs), and council of government entities (COGs). It provides access to Municipal Measurement Program (MMP) data within the government agency’s jurisdiction. Agencies can review, manage, and analyze data collected via the Program Assessment Surveys. A suite of reports included in the Local Government Reporting solution provides government agencies with greater visibility into local waste reduction efforts & performance. The reports also make it easy to see the big picture by providing insight into the jurisdiction’s overall performance.

Features

The Local Government Reporting solution provides states, counties, SWMDs, and COGs with up to two (2) authorized user accounts to search, filter, view, edit, and audit survey responses for any municipality within their jurisdiction. They can view or edit individual survey responses, manage response statuses, and add auditor notes for any municipality within their jurisdiction. Finally, buyers can generate reports for any municipality within their jurisdiction, a subset of the municipalities, and aggregate results of all municipalities within their jurisdiction.

This solution provides authorized user accounts with access to the following data management pages:

Members Page

This page provides an at-a-glance view of each municipality’s reporting progress by displaying all survey responses and their respective statuses. It also provides an easy way to search and filter municipalities and the message members feature can be used to communicate directly with municipalities in the jurisdiction.

Responses Page

This page provides quick access to view and edit individual program assessment survey responses for any participating municipality within the jurisdiction. It also enables program managers to export the survey response for any municipality (or all municipalities) within the jurisdiction.

Search Page

Select a question from any of the program assessment surveys to view detailed and aggregate results from all responses within your jurisdiction. Export the results of any query to Microsoft Excel (XLSX).

Status Page

View a list of all participating municipalities in your jurisdiction. Message all municipalities or individual municipalities within the jurisdiction. Messages are sent to the user’s email address as well as the Message Center in their Re-TRAC Connect account.

Auditor Permissions

This plan includes the following authorized users account permissions for reviewing and auditing MMP program assessment survey responses:

  1.  For any municipality within the jurisdiction, program managers can view and edit individual answers to questions within the program assessment surveys.
  2.  Change survey responses status for any municipality within the jurisdiction:
    • Draft
    • Completed
  3.  Ability to document important details, using the "manager notes" field, while reviewing program assessment survey responses for municipalities in your jurisdiction.

Annual Trend

Monitor your jurisdiction's annual performance metrics to analyze trends and identify opportunities to make program adjustments.

Annual Diversion Rate

Calculate the diversion rate for all municipal programs or by individual programs operating in your jurisdiction. Dig further into the data by analyzing the minimum, maximum, median, and average diversion rates, tons diverted, and tons disposed.

Annual Tonnage By Program

Measure the total tons of recycling, municipal solid waste (MSW), and organics captured by all municipal programs in your jurisdiction or select a program to analyze detailed tonnage information. Put the data to work by analyzing minimum, maximum, average, and median values for the tons of single-family recycling, multi-family recycling, MSW, and organics.

The Economic Benefits of Recycling

Calculate the economic impact of the recycling programs in your jurisdiction by converting tonnage information into insights about estimated job creation, attributable wages, and tax revenue. This report is based on the Recycling Economic Information (REI) Report developed by the U.S. EPA.

Total Lbs Per Household By Residential Curbside Programs

Normalize your analysis by measuring the average pounds of recycling, MSW, and organics that are collected from each household served by residential curbside programs in your jurisdiction.

Average Lbs Per Household Benchmark

Compare your jurisdiction's per household recycling performance to the U.S. national average.

Recommendations Summary

Municipalities participating in the MMP can generate a report to view a set of program recommendations tailored specifically to their community.

The Recommendations Summary summarizes the number of times each program recommendation has been presented to municipalities in your jurisdiction so you can help them address common challenges.

Environmental Benefits

Based on the EPA’s WARM model, this report converts reductions in metric tons of carbon dioxide equivalent (MTCO2E) into everyday terms such as gallons of gas conserved.

Per Capita Annual Tonnage

Analyze the pounds of waste, recycling, and organics generated per resident in your jurisdiction.

Drop-Off Sites by Materials Accepted

Gain insights into the mix of material types accepted by the drop-off sites operated by the municipalities in your jurisdiction.

Staffed vs. Non-Staffed Drop-off Sites

Generate this report to calculate the total number of staffed and non-staffed drop-off sites in your jurisdiction.
